The story examines a former NSF program director who helped decide roughly $80 million in computer science funding while allegedly participating in Chinese talent programs, then moved to lead an AI institute in China; it covers inspector general findings, undisclosed travel, academic misconduct allegations, federal responses, and his current role overseeing research in areas he once funded with U.S. tax dollars.

A University of Florida professor served as a National Science Foundation program director from 2015 to 2017 and took part in awarding about $80 million in grants covering hardware, software, and algorithms. At the same time, federal investigators say he joined Chinese talent efforts—programs aimed at recruiting foreign academics to transfer knowledge back to China—and failed to disclose those ties to NSF. The inspector general review points to participation in the Dragon Star Plan from 2012 to 2016 and the Changjiang Scholars Program beginning in 2017, both left off agency disclosures.

The role of an NSF program director carries significant influence over which projects get funded. “The position carried unusual visibility. According to the NSF, program officers screen proposals, choose outside reviewers, analyze their input, and make award or rejection recommendations to the division director.” That authority matters because decisions made in that position shaped investment across emerging fields like AI and cloud computing.

Investigators identified at least seven grant recipients who allegedly failed to disclose their own involvement with Dragon Star, including one person reported to be the plan’s original founder and a former NSF program director. The pattern raised alarm inside counterintelligence circles once the FBI noticed his suspected connection in late 2018. Agents briefed NSF leadership in early 2019, and an inspector general probe followed in the years after.

The report also alleges the director made multiple undisclosed trips to China while on the NSF payroll, delivering lectures at universities and technical forums without notifying his agency. The inspector general tied those visits to efforts connected with the talent plans and said they were not authorized. Those trips became part of a larger picture that federal officials weighed against the program director’s responsibilities to U.S. research oversight.

The Justice Department declined a criminal referral in 2024, but NSF later imposed a formal administrative penalty. The agency quietly entered a debarment in the federal database prohibiting him from receiving federal funding for six years, effectively barring him from U.S. grants through 2032. NSF’s language in the debarment letter was blunt: “In total, your actions were egregious. There are no mitigating factors.”

“Li disputes the government’s description of his China connections and denies that they influenced the grants awarded during his time at NSF.” He described Dragon Star as “a summer academic teaching program.” He also insisted that grants awarded to other participants were decided on merit. Those denials do not erase the policy and security questions that arise when someone in a gatekeeping role has undisclosed foreign affiliations.

A separate set of accusations at the University of Florida complicated his record: a doctoral student accused him of forcing the falsification of data in an NSF-funded paper, and the university later concluded the results were intentionally fabricated. The paper was retracted, a major computing association banned him from its venues for 15 years, and a leading engineering society expelled him permanently. Those actions signaled professional penalties beyond the federal debarment.

Shortly after being placed on administrative leave, the professor left the United States and returned to China, which the inspector general reported he did in order to avoid the university investigation; he said he went home to care for a sick parent. Once in China he took a leadership role as dean of a Metaverse Innovation Research and Development Institute at a university overseen in part by a government agency linked to military-industrial research. He has since advocated making the city of Changsha an AI hub and urged faster development of labs working on large language models and humanoid robots.

The case raises clear national security and research integrity concerns for those of us who believe taxpayer funds should support American advantage, not work that flows abroad without disclosure. The combination of undisclosed foreign ties, alleged grant conflicts, research misconduct findings, and a move to lead advanced AI work under Chinese oversight shows why stricter vetting and transparency are necessary in federal research programs. As long as influence over funding decisions exists, accountability must follow to protect U.S. technological leadership.
