This Portland Police Response to Anti-ICE Incident Shows Exactly Why the National Guard Is Being Sent in
Journalist Nick Sortor captured video explaining a core problem with Antifa and the anti-ICE activists in Portland: local law enforcement and city leadership have failed to exert control. The footage makes clear the federal agents and city residents have been left to fend for themselves while protests escalate.
The video shows protesters “beaming spotlights” into the eyes of DHS agents at the Portland ICE facility while hiding behind a sign and using police officers for cover. You can see people slipping behind a row of Portland Police who are standing there but not engaging the threat directly.

A DHS agent then came out and CONFRONTED Portland Police, calling them out for allowing terrorists to hide behind them.
In the footage the agent tells police the woman was running behind them, and an officer replies that they don’t know why she’s running. That response looks like willful inaction after months of tolerated behavior, not the simple confusion the officer suggests.
This pattern of passivity is exactly what grabbed the attention of leaders pushing for a stronger federal response, including Assistant Attorney General Harmeet Dhillon who wrote: “This is exactly why the 9th Circuit just said POTUS can send in the National Guard! Incredible FAIL!” The legal win at the 9th Circuit now gives the administration more tools to protect federal facilities and agents.
The repeated harassment has forced federal agents into confrontations on their own because local authorities have not stopped the campaigns of intimidation. Residents tired of the chaos even took the city to court seeking relief when officials failed to act.

Portland has seen a sustained period of unrest since June, with certain radical elements testing the limits of tolerated behavior. When city forces decline to confront those elements directly, federal intervention becomes not just an option but a necessity to protect people and property.
Some voices on the right make clear that the failure to act invites escalation and sets a dangerous precedent for other cities. Bringing trained troops in is presented as the proven way to re-establish safety and deter repeat harassment against federal personnel.
