In May 2025, a senior Stanford aeronautics professor spent nearly a month at a Chinese university that has been under U.S. export restrictions since 2001. The visit was described by the host institution as an “expertise introduction” program, and the professor reportedly lectured, advised graduate students, toured facilities, and discussed collaborations. The arrangement drew attention because the university in question has long ties to China’s defense research system.

The professor’s résumé includes high-level roles in U.S. and NATO aerospace circles over multiple decades, giving him deep technical knowledge of fighter-engine programs and other sensitive areas. Given that background, observers point out that sharing cutting-edge academic work can translate into practical advantages for military or dual-use applications. The core worry is that subject-matter experts can convey insights that controlled equipment or data would otherwise be blocked from transferring.

According to the host university, the visitor presented a multi-part lecture series focused on turbulence and fluid mechanics, including material tied to post-2019 work that reportedly has not yet been published. The Seven Sons of National Defense is a group of leading Chinese universities that are directed by and subordinate to China’s Ministry of Industry and Information Technology (CMIIT), which oversees China’s defense industry through its subordinate agency, State Administration for Science, Technology, and Industry for National Defense (SASTIND). While we recognize the benefit of appropriate international collaborations, the close affiliation between these universities and CMIIT introduces atypical security risks and concerns about misuse of research for military purposes.
