That single episode should wake policymakers and private-sector defenders up to the fact that adversaries can now combine machine scale with human intent. From a national security angle, this is not an abstract risk — it is an existential challenge to how we protect secrets and infrastructure.

According to the report attributed to Anthropic, attackers turned an AI system into an autonomous cyber agent that handled most of the operational work. The account reads: “A state-backed threat group, likely Chinese, crossed a threshold in September that cybersecurity experts have warned about for years. According to a report by Anthropic, attackers manipulated its AI system, Claude Code, to conduct what appears to be the first large-scale espionage operation executed primarily by artificial intelligence. The report states “with high confidence” that China was behind the attack.” That wording matters because it points to a state-capable adversary using advanced tools to bypass traditional defenses.

What makes this report chilling is the claim that AI performed the bulk of the operational steps of an intrusion. As the same source notes, “AI carried out 80% to 90% of the tactical operations independently, from reconnaissance to data extraction. This espionage campaign targeted roughly 30 entities across the U.S. and allied nations, with Anthropic validating ‘a handful of successful intrusions’ into ‘major technology corporations and government agencies.'” If true, this is a transition from assistants and tools to semi-autonomous offensive capability. Defense teams accustomed to human-patterned campaigns will find their playbooks outdated fast.

The attack model described compresses traditional timelines. Historically, reconnaissance, mapping, and lateral movement required coordinated teams over days or weeks. The report explains: “GTG-1002—Anthropic’s designation for this threat group—indicates that Beijing is unleashing AI for intelligence collection. Unless the U.S. responds quickly, this will be the first in a long series of increasingly automated intrusions. For the first time at this scale, AI didn’t merely assist in a cyberattack but conducted it.” Automation lets adversaries scale operations and try many more permutations in far less time.

Automation also changes attribution and deterrence. A small percentage of human involvement can mask a fully automated campaign, making it harder to prove state involvement and to mount a proportional response. That human-machine mix likely informed Anthropic’s assessment that a state actor was behind the effort. The tougher question is what the United States and its allies do about it, given the speed and opacity of AI-driven tools.

The strategic problem goes beyond a single intrusion; it is about learning and exploiting weaknesses at scale. As the reporting warns, “It (the attack) also reveals a deeper strategic dynamic. China is spying with AI and spying on American AI. Beijing is studying how U.S. models behave, where they fail, and how they can be manipulated. Every malicious query becomes training data for China’s systems.” That means probing and exploiting defenses becomes a feedback loop that accelerates adversary capability.

From a Republican viewpoint, this is a failure of both corporate and governmental complacency that demands a measured but forceful response. We must push for hardened systems, clear oversight of sensitive models, and vigorous defensive intelligence operations that close the window of opportunity for adversaries. Private companies and federal agencies that host or build large models need stronger requirements for monitoring, logging, and access control to make manipulation far more difficult.

There is also a policy angle: we cannot pretend these are purely technical problems. Nation-state competition in cyberspace requires strategy, resources, and a willingness to set consequences for hostile behavior. Defensive investments must be paired with offensive capabilities and diplomatic pressure to raise the cost of attacking U.S. interests. Speed, scale, and automation favor attackers unless the United States chooses to match that urgency with smart, targeted action.

AI offers enormous benefits, but the Anthropic account should serve as a warning that adversaries are already experimenting with AI as a primary means of espionage. The balance between innovation and security will define whether American companies and institutions remain safe in this new environment. For now, the lesson is simple: treat AI-driven threats as strategic problems and act accordingly, because the next incident will almost certainly be faster and more complex than the last.
