Sports betting became legal in Missouri on Dec. 1, 2025, when the Missouri Gaming Commission licensed the first wave of online sportsbook operators. The state now has eight licensed mobile sportsbook apps operating for bettors aged 21 and older who are physically located within Missouri’s borders at the time of the wager.
The path to legalization took years. Missouri lawmakers had attempted to pass sports betting legislation since 2022 without success. Voters ultimately approved the change directly through Amendment 2 on Nov. 5, 2024. Since legalization, the commission has turned its attention to enforcement. As of September 2026, regulators have moved against prediction markets and unlicensed operators offering sports event contracts, sending cease-and-desist orders to companies the state says are operating outside the licensed system.
What’s Allowed and What Isn’t
Bettors can wager on professional teams based in Missouri, including the St. Louis Cardinals, the Kansas City Royals, the Kansas City Chiefs and the St. Louis Blues. College sports betting is also permitted, including wagers on in-state programs such as the Missouri Tigers. However, the rules draw a line at player props: bettors cannot place prop bets on players from Missouri-based college teams, though props on out-of-state college players are allowed.
New customers on licensed apps are typically offered one of three promotional structures: bonus bets that award site credit after a first wager, first-bet matches that refund a lost opening bet in promotional tokens, or deposit matches that add to an initial bankroll. Bettors should note that bonus credits generally cannot be withdrawn directly, do not return the original stake as part of any payout, and typically expire within seven days.
