FBI Director Kash Patel announced that the bureau eliminated a DNA processing backlog that once held about 1.8 million standardized offender samples, clearing a long-standing bottleneck that kept potentially useful profiles out of the national system used to help solve violent crimes.

The turnaround is being presented as a concrete success after years of underperformance, driven by equipment upgrades, reallocated staff, IT fixes, and new tracking methods inside the FBI Laboratory Division. Patel framed the backlog as a statutory failure that left crimes unsolved, and he credited the lab for reaching zero pending samples.

The backlog stood at 1.81 million samples on Aug. 1, 2024, Patel said, and the agency moved to eliminate it by expanding capacity and changing workflow. Those standardized samples came from federally convicted offenders, arrestees, and non-U.S. citizen detainees and were meant for entry into the Combined DNA Index System, commonly called CODIS.

Patel emphasized the public safety stakes behind routine databasing: processing these swabs helps connect offenders to homicides, sexual assaults, mass shootings, and other violent crimes. With the pending count now at zero, investigators can resume searching those profiles against evidence from unsolved cases across the country.

Patel wrote:

We are statutorily required under the “DNA Fingerprint Act of 2005” to receive and process collected DNA samples from federally convicted offenders, arrestees, and non-U.S. citizen detainees.

These samples are required to be sent to the FBI Laboratory Division (LD) for processing – we get around 50k a month. This literally solves crimes across the country, like unsolved homicides, mass shootings, sexual assaults, and other violent offenses.

He continued:

“There had been a massive backlog at the FBI Lab for decades. On August 1, 2024, the pending DNA backlog for these samples was over 1.81 million, literally breaking federal statutory requirements. A typical example of institutionalized bureaucracy from prior leadership that left crimes across America unsolved.”

This situation was not about untested local evidence or rape kits gathering dust at police stations; the pileup involved mandated, standardized submissions intended for the national database. CODIS exists so law enforcement can compare offender samples to DNA recovered from crime scenes, and delays in processing degrade its value for timely investigations.

The bureau itself documented how the mismatch between incoming samples and capacity got out of hand. With monthly submissions climbing well above the FBI’s processing pace, the backlog ballooned, at times rising by roughly 75,000 samples per month. Existing lab resources were processing only a fraction of what arrived each year.

Automation, new hires, and high-throughput robotics had helped clear a similar backlog years earlier, and those same levers were part of the latest recovery plan. The lab added equipment, shifted personnel, improved IT systems, and adopted different tracking methods to accelerate throughput and prevent another build-up.

The surge that drove the crisis followed policy and border changes that expanded mandatory collection and increased the number of DHS detainee samples. Monthly submissions spiked to averages far above historical norms, with one month exceeding 180,000 samples, overwhelming lab capacity and creating a compounding backlog.

As the flow of submissions eased due to changes in border enforcement and apprehension patterns, the FBI found breathing room to tackle the pileup. That drop in monthly submissions allowed lab leadership to focus on processing the accumulated inventory rather than merely keeping up with new arrivals.

The bureau also requested additional positions and funding to sustain improvements, including contract technicians, collection kit supplies, chemicals, storage, and Rapid DNA technology to boost throughput. Those investments aim to match capacity with expected volumes so the system does not slip back into crisis.

Past audits have shown the FBI can clear massive backlogs when it applies the right mix of automation and personnel, and this recent accomplishment follows that playbook. Patel framed the achievement as fixing a bureaucratic failure that had violated federal requirements and hampered public safety.

The cleared backlog means those swabs can finally do what they were collected for: help detectives search databases and link offenders to unsolved violent crimes. For those following law and order priorities, restoring CODIS functionality is a tangible win that improves investigators’ ability to bring perpetrators to justice.
