The House and Senate used the Congressional Review Act to overturn a Biden administration rule that had locked up nearly half of the National Petroleum Reserve–Alaska, restoring the reserve’s original purpose and returning decision-making to Congress and local stakeholders.

Congress repealed the 2022 Bureau of Land Management rule that closed about 11 million acres of the 23-million-acre reserve to oil and gas leasing, a change that affects lands south of Utqiagvik and the Brooks Range within the Arctic Circle. This move reasserts the reserve’s statutory mission, set nearly a century ago, to serve as a reliable domestic petroleum source rather than a permanent wilderness preserve.

The reserve was created in 1923 for energy security and reaffirmed in the 1970s and 1980s as a place for expeditious oil and gas leasing to support national needs. Returning to that legal intent means making most of the area available for responsible development while relying on existing environmental review and lease stipulations to protect sensitive resources.

The 2020 plan from the prior administration opened roughly 80 percent of the reserve while keeping surface protection measures in place, demonstrating that access and conservation can coexist. The Biden-era rule, however, effectively sidelined millions of acres under additional restrictions, even though leasing already carried requirements for environmental study and mitigation.

Opponents will call the repeal reckless, but the reserve has supported development for decades without a catastrophic collapse of wildlife or community life. The Willow project, which moved forward during the same administration that issued the restrictive rule, shows that major projects can proceed under tight environmental and operational conditions while still delivering significant output and jobs. Modern technology, oversight, and lease terms are tools that keep development responsible.

Putting the reserve back on a path that prioritizes energy production is about reducing reliance on foreign suppliers that operate without the scrutiny U.S. law and regulators impose. Domestic production lowers consumer costs, brings royalties to the Treasury instead of foreign coffers, and reduces strategic leverage overseas. Those are straightforward national security and economic benefits that shouldn’t be dismissed in favor of ideological closures.

Alaska’s Republican delegation pushed the resolution because they hear from the people who live and work on the North Slope: resource revenue funds schools, clinics, roads, and other essentials. Local leaders, including indigenous corporations and municipal governments, supported restoring access because their economies and services depend on resource development.

When environmental groups speak of losing a “blunt instrument,” they ignore the fact that the reserve was legislated as a working petroleum reserve, not a locked landscape. Allowing exploration and leasing under tried-and-true safeguards restores flexibility rather than enabling indiscriminate drilling everywhere at once. The goal is to permit exploration where it is sensible, both economically and environmentally.

This is a policy correction that returns agency to Congress and respects statutory purpose while recognizing local voices and modern safeguards. Repeal does not demand immediate, blanket extraction; it simply removes a rule that treated a strategic national asset as off-limits. Restoring the reserve’s mission aligns law with practice and prioritizes American energy and security interests.

  • It’s about time. They should have never been shut down to begin with in the Biden/Harris Administration! Due to closing off other energy efficient supplies has cost NJ high electric and gas prices due to Gov. Murphy’s (D) mandate of only having windmills and solar as its state’s main sources for energy power! Reason for high prices is this only source of energy experiment failed! Now NJ citizens have to pay for the cost of its failures! Iron fist Murphy’s attitude was his way or the highway! Not one person voted for this failure! Proven that the Citizens are smarter than the Leadership who follow this controlling socialist/Communist ideology.

    Get your asses in gear! Pull out all of the stops and begin the flushing operation with real prosecutions, Prison Sentences and even Military Firing Squad Punishment!<

    This is the LAST CHANCE the Republican Conservatives have to save the day and our Constitutional Republic; otherwise they are tossing it all into the shit pile!
