In May 2025, a senior Stanford aeronautics professor spent nearly a month at a Chinese university that has been under U.S. export restrictions since 2001. The visit was described by the host institution as an “expertise introduction” program, and the professor reportedly lectured, advised graduate students, toured facilities, and discussed collaborations. The arrangement drew attention because the university in question has long ties to China’s defense research system.

The professor’s résumé includes high-level roles in U.S. and NATO aerospace circles over multiple decades, giving him deep technical knowledge of fighter-engine programs and other sensitive areas. Given that background, observers point out that sharing cutting-edge academic work can translate into practical advantages for military or dual-use applications. The core worry is that subject-matter experts can convey insights that controlled equipment or data would otherwise be blocked from transferring.

According to the host university, the visitor presented a multi-part lecture series focused on turbulence and fluid mechanics, including material tied to post-2019 work that reportedly has not yet been published. He met with researchers, reviewed graduate projects, and offered “opinions and suggestions,” and he toured an aeroacoustic wind tunnel. The institution framed the trip as laying the groundwork for future joint research and academic cooperation.

The arrangement raises a knotty policy question: when export controls block specific technology or hardware, what stops foreign partners from recruiting the people who designed or optimized that technology? The Seven Sons of National Defense is a group of leading Chinese universities that are directed by and subordinate to China’s Ministry of Industry and Information Technology (CMIIT), which oversees China’s defense industry through its subordinate agency, State Administration for Science, Technology, and Industry for National Defense (SASTIND). While we recognize the benefit of appropriate international collaborations, the close affiliation between these universities and CMIIT introduces atypical security risks and concerns about misuse of research for military purposes. For this reason, University Employees must not have any interactions, in their role as a University Employee, with any Seven Sonsof National Defense universities, including with faculty, researchers, or students associated with those universities.

Security officials have previously flagged procurement channels and intermediaries that funnel controlled equipment to the same university, suggesting a pattern of attempts to evade restrictions. The institution also conducts research on unmanned aerial systems and autonomous flight control—areas with clear dual-use implications for military operations. Historical examples of procurement circumvention add weight to the view that exchanges of expertise deserve careful scrutiny.

Supporters of open academic collaboration argue that sharing knowledge advances global science and that engagement helps build mutual understanding. Skeptics counter that engagement must be balanced against national security, especially when the recipient institution has documented links to state defense programs. The tension between the ideals of academic exchange and the realities of geopolitical rivalry is at the heart of the current debate.

Policy options under discussion range from clearer institutional rules at U.S. universities to tighter export-control interpretations that account for visits, lectures, and advisory activities. Some advocates call for stricter guidance on who may engage with certain foreign institutions and for mandatory reporting and vetting of overseas visits that touch on potentially sensitive topics. Others emphasize preserving competitive scientific leadership by enabling selective, controlled collaborations that include robust safeguards.

Notably, the reporting does not allege that classified material changed hands or that export laws were broken in this case.
