A whistleblower has come forward with an explosive new trove of documents, rivaling or exceeding the Twitter Files and Facebook Files in scale and importance. They describe the activities of an “anti-disinformation” group called the Cyber Threat Intelligence League, or CTIL, that officially began as the volunteer project of data scientists and defense and intelligence veterans but whose tactics over time appear to have been absorbed into multiple official projects, including those of the Department of Homeland Security (DHS).
The CTI League documents provide comprehensive insight into the origins of the anti-disinformation sector, otherwise known as the Censorship Industrial Complex.
They contain answers to important questions not addressed in the Twitter Files and Facebook Files, helping to form a cohesive picture of how modern digital censorship programs are implemented.
Furthermore, these documents detail the roles played by military and intelligence agencies, civil society organizations and commercial media outlets, along with strategies for employing sock puppet accounts and other offensive techniques.
“Lock your shit down,” explains one document about creating “your spy disguise.”
It has been reported that the US government, specifically the CIA, NSA, and Department of Defense, typically conduct overseas activities such as censorship. However, when it comes to censoring Americans on social media platforms or spreading propaganda about disfavored individuals and topics, they need to collaborate with private partners due to a lack of legal authority.
In 2017, it is alleged that a former British intelligence analyst was present in an Obama White House meeting where instructions were given to create a counter-disinformation project to prevent a repeat of 2016 election interference.
This led to the emergence of what is known as the Censorship Industrial Complex – a network of over 100 governmental and non-governmental organizations which cooperate to influence censorship by social media companies and disseminate propaganda.
The Cybersecurity and Information Security Agency (CISA) at the Department of Homeland Security is regarded as the primary enabler for much of this censorship activity.
Additionally, other federal agencies have provided support while National Science Foundation funds have been utilized for developing censorship tools.
