A Philippine national living in Emmaus, Pennsylvania, pleaded guilty on Sept. 16 to illegally voting in the 2024 general election, according to the U.S. Attorney’s Office for the Eastern District of Pennsylvania.
Evelyn Miller, 37, is a lawful permanent resident of the United States but not a citizen. Federal law limits voting in federal elections to U.S. citizens.
The Department of Homeland Security said Homeland Security Investigations opened its inquiry after receiving a tip that someone in Lehigh County may have registered to vote or cast a ballot unlawfully. Investigators found that Miller had registered online on Oct. 9, 2024, less than a month before Election Day, and voted in person at her polling place in Emmaus on Nov. 5, 2024.
Miller had been granted lawful permanent resident status on July 19, 2024, roughly three months before she registered to vote, DHS said. She received that status during the Biden administration.
Agents from HSI and the FBI interviewed Miller at her home in July 2025. According to DHS, she confirmed that she had registered online before the election and then went to vote on Election Day.
DHS Secretary Markwayne Mullin said in a statement:
